Councillor reprimanded after shared Facebook post

MARANOA councillor Geoff McMullen has been reprimanded for inappropriate conduct after sharing a joke on his personal Facebook page.

On September 23 last year, Cr McMullen shared a post on Facebook titled "Meanwhile ... at the council today”, containing a parody interview that implied government workers stood around senselessly and drank coffee for the first two hours of their work day.

The issue was referred to the new Office of Independent Assessor, which began in 2018.

It was received by the Councillor Conduct Register, where an allegation was lodged that the contents which Cr McMullen shared could reflect negatively on the reputation of the council and demonstrate a lack of respect for fellow councillors and members of staff - specifically council staff.

At last week's council meeting, Deputy Mayor Jan Chambers moved that the council accept the Office of Independent Assessor's assessment that the conduct was inappropriate.

The resolution was supported 8-0.

Cr McMullen said he was found guilty of "inappropriate conduct”, however he didn't think the shared post reflected negatively on the council.

"It is a joke that has been going around for a long time,” Cr McMullen said.

"I shared an existing post, I didn't expect anyone would take offence.”

Cr McMullen said for contextual purposes, in Page 12 of the Warrego Watchman on March 22, 2019 the same joke was reported as the joke of the week.

A Maranoa Council spokeswoman said the council's resolution on March 27, 2019 included that the council accepted the Office of Independent Assessor's assessment that the conduct was inappropriate.

"The actions were in compliance with the State Government legislation in place at the time of the conduct and relevant policies,” a council spokeswoman said.

"There has only been one reprimand (this matter) at Maranoa Regional Council since the new independent assessment process commenced in late 2018.”

Cr McMullen will now appear on the Councillor Conduct Register due to the inappropriate conduct.

The final outcome was carried 7 -1, Cr Golder called for a vision of the vote.
